He's still based on something from history and mythology.
It's like Angra Mainyu being some random dude who was used as a scapegoat to bear "all the world's evil." It isn't accurate to the mythological source but it still is an interpretation of the mythology. It's different than if Manjew had the exact same everything but it was rewritten to be done by an unidentifiable tribe and he was named Henry May or something.
Or for something that directly happened in FGO, Koyan going from the writing all pointing to, "She's Daji" but last minute saying, "She's a rabbit, oh and this random Servant is her mom."
