It is, theres no scouting or warning or anything that would allow for there to be time for civilian -> military clothing swap . Every raid is essentially like a home invasion in the middle of the night, 0 warning or time to prep other than maybe pick up a weapon. A raid waiting a while before attacking is like a robber ringing the doorbell and giving you 5 minutes to prepare, its ridiculous in every aspect.
