The best way to learn is to get the tools and start messing around. You need blender version 3.5, blender xray plugin, tarkov assets, asset studio, gimp or photoshop, cop sdk, and axr xray tools. OGF and object tools are also handy. The xray specific stuff can be found in the link in the OP under modding resources, for the rest just search the net.
The basic outline is import an OGF (weapon model) into blender, import tarkov assets (wavefront .obj), attach the new parts to the model (both "physically" and in terms of parameters), then export. The fine details here are the parameters. Once you have an OGF in blender you can see that each asset will have a texture, parent armature, and vertex groups assigned. Any new object that you add will need these parameters correctly assigned to them to work.
Just get started and post specific questions here and I and other anons will be happy to answer. Look up pavelblend on youtube, he is the author of the xray blender plugin and has videos specifically on working with blender for stalker.
The texture work (importing and formatting, not creation from scratch) is a whole other process, for now just start with model hacking.
