And both the modular system and the way they decided to implement perks and overall weapon balance punishes players for trying new things: the game highly incentivizes the player to pick one very specific niche of weapons to use, vs 3 or new vegas where the player was rewarded the most honestly speaking for having a variety of weapons and the stats to use them efficiently. Even the (relative to these games) hardcore roleplaying experience of 1 and 2 wasn't so restrictive. A character in 1 specialized in Small Guns could use That Gun or Red Ryder and the 10mm submachinegun or the City Killer Shotgun situatonally. In Fallout 4, if you took perk points in commando, you basically only get to use automatic rifles now until you're high levelled enough to be able to buy perk points for whatever the fuck you want. Heavy Gunner is ironically the most versatile weapon perk because it gives the player access to a rapid fire ballistic weapon (minigun), a rapid fire energy weapon (gatling laser) two explosive weapons (rocket launcher and fatman) a flamethrower (flamer) a cryo weapon that can either be a cryo flamer or a cryo combat rifle (cryolator) and even a pseudo sniper or shotgun in the form of the harpoon launcher.
