When you have not made a game you do not understand what goes into making a game. That heavily influences your ability to consider facets of game design. It is possible to observe an existing game's design but that's only surface level and also what GMTK does. I'd say he only really started learning once he was making his own game and even he himself recognized that there were mistakes made. His second game came out much faster and smarter because he had some experience to back it up. He had basic understanding of what it means to make a full game which helped influence his second game's design and made it better.

I guess you could say that you can learn game design on paper but if you've never put it into practice your takes on the topic don't hold much value.
