ES/EVA wasn't explicitly buffed though I'm predicting if topside ranger tree has a deflect node then monk will have easy access to 100% deflection rating. It's a lot more intensive for es/ev and arm/ev to stack deflect since they need to sacrifice a suffix + stack raw evasion. Seems to be you'll need roughly half of the required evasion to hit 80% dodge chance to cap deflect chance
