That's just a legacy thing when Mihoyo pretended Genshin was a real life. They tried that with Star Rail too, but when they saw Genshin's AND Star Rail's numbers declining they just said fuck it and let you speedrun farming. You can farm anything from anywhere.
Hell the game actively encourages you to prefarm for new characters with them appearing in the menu even before they're released.
