The ministry before Kingsley was both corrupt and incompetent; it was Dumbledore who did the most lifting for all 3 wizard wars. Fudge himself allied with the Pureblood supremacists to counter Dumbledore's influence; even high officials like Umbridge were in league with Voldemort. The ministry wasn't good, but it was also too slow to actually do more harm. It was all about preserving a status quo of Pureblood being at the top and merely tolerating Muggleborns in the society.
