I'm saying it wasn't. You still wouldn't be able to brute Onslaught with Hyperbloom even with lvl 100's. The content that you could clear would be the same as before. They may as well remove Lv100 entirely because no one is going to C9 for a 15% buff unless they just happened to get a bunch of dupes from standard characters.
C6 is also game changing for specific characters so by that logic C6 abilities should be nerfed too since it'd place an 'unnecessary burden on people planning to use them'.
