poe.ninja only pulls characters from people that explicitly connected their account to poe.ninja aside from the very top of the ladder (1k for poe2, 15k for poe1)
most people have their profile public, most people create multiple characters and there are far more players than the concurrent steam peak. theres obviously more public characters than ~150k per league for both games
