The actual real answer is literally just matchmaking.
Mobas are a 5v5 (or in this case 6v6) game. That's 10-12 players of "equal" skill level that have to be matched together at the same time. When you get to really high ranks this can make matchmaking take FOREVER. In Deadlocks case the game is still pretty small so asking 12 out of like what, 500? MAYBE 1000 really high skilled players to be online and in the same region to queue up at the same time isn't that easy.
In fighting games you literally just need one other person to be online and generally the ranks can have a bit more disparity because the ranking system can account for that by giving you more/less points depending on if you won/loss to someone of higher or lower skill. So even though FGs typically have lower playerbases, they're able to have better, more active matchmaking since it's literally just needs 2 people to queue up for a match to happen.
