The issue isn't with having two special buttons, it's more that they tried to cram as many moves as possible into their inputs, so everyone has awkward diagonal command normals and a few diagonal specials. And then its system mechanic inputs that involve pressing two different sets of buttons have virtually every possible pair with an annoying kind of overlap. L+M, M+H and L+H, S1+S2, Tag+S, S1+H, S2+H.... It's a lot messier than other fighters, pretty unfriendly to pad users. It's no surprise the Texaco devs seem to universally play on hitbox.
In comparison, DNF, SF6 and Rising keep it clean with only cardinal directions on their normals and special buttons, barring a few exceptions meant for niche scenarios so they won't interfere with general play. And anything needing two buttons at once are pretty cleanly laid out and easy to input (how ironic) on any peripheral.
