I just opened all my leveling boxes and caches. The green and blue boxes gave me up to blue gear ilvl 65 while I had equipped 62, the caches however gave epics ilvl 61 just like you got.
So probably 61 is the max you can get from caches.
Opened over 100 green and blue boxes and ~15 caches. The boxes gave a billion embossed scrolls and not much else, the caches gave me a ton of paladin and druid gear, and bows for whatever reason, got 4 of those.
ended up with only 3 usable pieces.
