It's maybe not the best idea but it certainly seems better to me than the other explanation. Lighter sold somewhat poorly and he's in a very similar position to him, and Harumasa was free the following patch. They might've learned from that and just decided to combine the two and dump off a male agent for free right before the big spending event character.
