Yes, though I'd say the quality is on par with the English side. The real strength lies in fan comics and illustrations, honestly (see picrel), especially with how insane Komaeda tends to be drawn. I don't think fics in either language capture his madness as well as visual fanworks can. Oh, in terms of translation/localization quality for official DR media, Japanese blows English out of the water. The DR0 translation that's floating around in particular, though the games aren't the best either.

I did a cursory glance at the linked author and unfortunately it seems like they aren't up my alley, again I am extremely picky and value canon rather heavily. The only DR fics that I've really enjoyed were a character study on Korekiyo (interpreting his relationship with his sister as grooming/abuse) and an unfinished, abandoned MatsuHina/MatsuKamu one.
