I mean in theory no, there's plenty of on paper good datas.
But in practice you almost always fight disproportionately Virus digimon in these games, and fight other Data more often than you fight Vaccines.
Add to that a lot of early datas tend to have pretty shit/passive stat spreads, compared to early virus/vaccines which often have pretty good offensively built stats, makes them feel even worse if you try and work with them. There are definitely good Datas, the Seadramon line in particular is one of the most standout in these games as a very consistent mon.
But like. The deck is just really stacked against them for the most part.
