The only thing that makes sense is Jinny being number one. And not in a good way. Because Chinese players LOVE to rig polls by voting their favorite Chinese character representative to the top spot.
Chinese Azur Lane players have always done the same thing too. Every time there's an official annual poll, the top placements would typically be filled with the strongest characters. But every fucking year, Chinese players would pick one Chinese shipgirl (no matter how weak the character is) and boost her as high in the polls as possible.
These Chinese polls are always a big joke. Which is not to say that other polls conducted outside of China would be free from vote rigging, but Chinese polls are particularly egregious in this regard.
