Right on. Climbing is a long-term play. There's a reason for terms like "3rd place acceptance." Rating-wise, it's better to play it safe and take the occasional 3rd rather than 4th. That's maybe less true in Doman Mahjong because the rating system doesn't work quite the same way.
Even in Silver rooms, but especially as you climb higher, it's important to remember that you're 1 out of 4 players, and everybody else at the table has probably done efficiency training enough to know how to build a hand, too. So you'll be the first one to tenpai maybe 25-30% of the time, and what differentiates you isn't building a good hand, but knowing when and how to fold (or, to push, if the value is worth it or if your standing - e.g. 4th in or near All Last - requires it).
