order hall sets are mostly tied to rep and story progress with the pieces costing gold
idk why they are not just on the vendor seeing as we are.... still running the dungeons and still farming rep and still earning gold
at the very least you can "unlock" all of the prerequisites for the set pieces then get them immediately for a few thousand gold after you transfer to retail
