It's funny cuz sometimes you end up with weird shit like this:
>WAR gets Storm's eye at lv 50
>gives surging tempest buff, 10% flat damage
>years later, add the ability for Mythril Tempest to also give the buff for aoe
>mythril tempest is at lv 40
>so now you get surging tempest at lv 40 but between lvs 40-49 you can only gain surging tempest if you use your aoe combo
