You can loop him. He does the frost stomp -> dash thrust, you roll the thrust and surge sprint a little bit away, shoot him once (or twice if you want, it's a little risky but there is time) and just repeat until dead. Sometimes he'll slow walk toward you and you can get 2 or 3 easy headshots.
