The normal single player campaign can easily have interiors if Rockstar wants to. GTA4 and GTA5 had them.
Don't hold your breath for online, where players will be sharing the same buildings.
Even RDRO inexplicably struggles to keep completely outdoor campsites all spawned in, because of shared spaces.
