Do you have a quote on that? Because if that's true, they succeeded. My favorite part of that level was the small army of Covenant hanging out in some random backyard and field with zero tactical value.
The first time you should have seen Covenant was in the base, should've used a page from Halo 1's Flood reveal in a way.
