Pretty sure you can get more than 8, it's more that there's a cap to how good a deck you can bring out and it will remove epiphanies and replace cards with basic cards to downgrade your deck. They should really show how a deck will be downgraded and let you choose what to downgrade.
As far as improving a deck goes, it really depends on your team. You need a plan and synergy. Removing bad cards (usually basics) is very important.
