I don't know if the Chinese have fiduciary responsibility as a legal concept but at least in the US publicly traded corporations can be sued if shareholders don't like that they aren't sufficiently focusing on short term profits over long term growth. Staying private seems like a necessity for new game studios if they want to make anything worthwhile.
