Fischl got the best buffs because she was already good and got a big buff. Sucrose got a much smaller buff, but also remains good.
Mona was buffed into relevance especially for oldfags with C4+, but requires gearing around her 15% crit rate for full value. Her omen can be extended so her overall buffs are more comparable value to Furina now, on one hand she lacks passive hydro app which can be a positive or negative in different contexts, on the other hand Mona doesn't need a healer on the team. The other tradeoff is she wastes 2 seconds on field doing an NA chain to activate her extended buffs.
Albedo is sort of bait, but he does damage now and he's useful for anyone that rolled or wants to roll him. He has a role in a new iteration of Chiori/Xilonen wheelchair and is slightly better than C1 Chiori. I remember Zajef shitting on Chiori wheelchair since it doesn't interact with the team, but now that Albedo does basically the same thing it's somehow awesome. Albedo also counts for +1 witch towards the buffs other characters need, so there is that.
Razor and Klee got buffs that put them in the middle of the pack with other dps of their elements.
Venti is in a weird spot. He's probably a partner support for Varka. He's technically the strongest anemo dps after his buffs, but the competition isn't fierce.
And yeah, Durin is mediocre. He's comparable damage to buffed Albedo, has a bit more utility potential, but as a pyro character his main strengths are tied to the reactions he contributes towards.
