The characters don't have out-of-character knowledge. They haven't fast-forwarded to the end of the game and cannot be aware that Gale can even ascend to godhood, let alone offer the same to his partner (apparently, it's a two-for-one offer on godhood). So, no, Gale doesn't "offer" anything but delusions of grandeur until the very end, when his plot armor allows him to succeed where no mortal could. Hate for Minthara has blinded you - careful it doesn't also turn you stupid.
