Smashing random decks into each other on the ladder is so far divorced from actual competitive play, but I would agree with you that somewhere around there is where you can expect your opponent to not throw games consistently and understand what they're trying to do in the matchup as well as anticipating what cards your deck is probably running. Of course, with how rank is independent of MMR, you can easily be at that point in Diamond 5 or you can be playing 14k legends.
