Late Naruto was talking about 10 tails destroying mountains like it's an impressive feat, something Roshi did by accident all the way back in the first chapters. Naruto characters can't keep up with DB characters in raw power at all. Madara fighting Nappa would be the equivalent of Buu fighting Beerus.
