For starters; They're both roaches. Secondly, they're both veterans of the same conflict, presumably from opposites sides, so you have the whole "enemies to lovers" angle to draw from.

Outis is the only one who can actually reliably piss Gregor off by comprehensively and consistently step on his landmines. Similarly, Gregor is the only other person present who has experienced the same war she has and can push back on her horseshit more convincingly than anyone. I mean, they're already arguing like a married couple on company mandated papers, and always over food as well. They're the experienced and mature passive-aggressive couple showing the youngsters (Heathmael) how this shit is done.

Their dynamic right now is also contingent on Gregor not really knowing just how high up the chain of command Outis was. And that has potential, because he's going to feel a lot different about her if or when it turns out that she's not just some nobody commander who sent a few divisions out to die, but rather she's likely personally responsible for a sizable chunk of the suffering caused to him personally and everyone else in the smoke war. So you have the whole tragedy angle coupled in as well.

I personally think all of this is much more interesting than ass kissing the clock or getting manhandled by a large Russian, but that's just me.
