Boo has consistency issues too but it's held up by Giant Spirit Bomb and how wacky it is. Stakes get pretty high as Buu actually succeeds in killing everyone on the planet. It's honestly one of the best "final" arcs in anything I've watched/read because Toriyama wanted to end it and he just ended it with cramming as much creativity and neat stuff as possible even if it didn't really blend together as well as people think. Cell saga just felt like wasted potential and I get it because his editors kept getting him to change the villain so his ideas probably were a lot more reworked and bounced so it's not as smooth as Saiyan or Frieza. Boo felt like a middle finger to his editors and I can appreciate that.
