They had to factor this all in while also holding tru to their promise of a brand new engine (which it kind of isn't, but also kind of is)
Then combine all of this with the fact that Microsoft had a rotating door hiring policy and you ended up with a scenario where the team shipping the game was barely at all the same one that had started development.
It was bound to end in disaster.
