Nah, I forget what event reveals it but they were warping into monsters way before he got there. There was some sort of plague going around, some sort of crimson fog covering the world, they all thought Bahamut was going to save them from it, before he got there they had already become monsters.
Bahamut took one look at the issue, and just saved the uninfected parts of the world. The otherworlders looked up at him in anger for abandoning them, not saving them as well.
