Actually I'm stumped here too... Why though? I used to think that it's because it'll crash the tf2 micro economy as most of the market is dependent on like 15 people over on backpack.tf hoarding spelled items and shit.
But after they did this for CS, I dunno what their reasoning is for not introducing spells and old content for new users.
