The percentages are the amount of people who own the character and subsequently used them in their clear, meaning if one million people own Furina and 850K of them use Furina it shows up as 85% but if only 100 people own Nefer and 85 of them use her it also shows up as 85%
This is, of course, an extreme example but hopefully it gets the point across
