They haven't explained it, but imo there's two main reasons. First is they want to keep the Nikkes controllable and having no limiters makes that hard. The other big reason is they Central Government doesn't actually seem all that interested in winning the war. Sure they larp about it a lot, but they're using rapture tech to power the Ark, constantly undersupplying the Nikkes, and in the current day their main fighting force are a bunch of mass produced girls who will go schizo if you pair them up with their dopplegangers on accident and "commanders" that get like a month of training and have single digit success rates.
As far as I can tell, whoever is running the show on the human side wants a forever war.
