When asking "why didn't group X develop an advanced civilization", you've got like three choices of explanation that you can give varying weight to:
>The racist's explanation: their genetics made them less disposed to complex organization
>The geographic determinist's explanation: the climate/geography/local flora and fauna of where they lived was incapable of or less ideal for forming a large civilization.
>The absurdist's explanation: Chance or random occurrences (or divine ordainment if you're theologically minded) just made it so nobody in that region organized into large structures
