I would say so, yes.
Eureka's first zone had the strong central thesis of "Hey, the Island of Val that we mentioned several times before? Minfillia's and Kriles friends the students of Baldesion all getting blown up, you remember that from as far back as post-ARR? We found the island again on the wrong side of the planet, go figure out what happened and if anyone is still alive."
Even though our first zone in the island was largely just landing there and looking around to see what was going on, we still had a mystery being dangled in front of us which was directly connected to events and characters we knew and might care about. There was a sense from the start that there was something worth uncovering here that had larger implications.
Occult Crescent, meanwhile, is literally just "Hey WoL, its me that guy you met like twice last week. Want to come on a boat ride with me to explore the place where ships disappear? Oh hey look, an island. Better walk around it fighting monsters just because you can. Oh look, there are BUILDINGS on the island! Ain't that something." Snore.
