I don't know anon. Shelly's ignored by a lot of the other toons and it's directly stated she wasn't nearly as popular as the rest of the main toons. Shelly's plushies didn't sell well, her handler had to make a letter telling her to hang in there, and when buying her Dandy goes "Huh? Shelly? Alright I guess..."
I think Shelly was being pushed out of main character status and into being a secondary one. Lack of popularity and such. Similar to Bassie, except with the basket case it was cause she's unstable. Also literally all the Main Toons did something or know something terrible, with Shelly probably being one of the worst.
