Smoke is countered by explosives, yes. Small explosives will push the cloud out, big explosives will dissipate the cloud outright. Most people's issues stem from trying to destroy the cloud with small explosives in a confined space, where there's little room for the smoke to move to. You can also just toss Gas into their Smoke to flush out anyone trying to hide in it, since Gas + Smoke is bretty stronk
