for your first character, not really. the most you get is a bunch of free costume gacha pulls that can sometimes include consumables that give stat buffs for boss fights or temporary double EXP.
the game's got things called emblems, though, which are basically achievements that give you rewards. the thing with them is that (save for the ones that refresh daily/weekly), the rewards you get apply to ALL characters, even ones you make after getting the emblem, and the rewards include things like EXP boosts when you're under a certain level or free skill/stat points
all your items are also account-wide as well, and afaik no equipment has stat/level requirements.
tl;dr: it does, but you have to earn it, and it mostly only applies to characters you make after earning it.
