It's because he's her favorite character. It'd probably be easier to go through with the 'morally gray' meme if this whole game was played up as just being Dandy's playbox given to him by the two creators. You could easily see some kind of 'spoiled rich kid' angle from the video of Pebble being born based on his show counterpart, purely for the sake of giving Dandy someone to play with from his show.
