Yes but in a specific situation where you want your current left-most item's effect to go through (i.e. bandage heal), don't want to lose the next left-most item (i.e. medkit), and you got caught out without being able to duck into cover, the potential loss avoidance would be huge. Having a garbage item buffer is easy to do yes, but having a plan B for the worst case scenarios is always good to have.
