One last thing, if you have a particular character you want to play a lot/main (you just like them in general, or you like how they play) and they have a costume running right now/in the future, it MIGHT be in your interest to blow through 1000 tickets on a banner in order to guarantee that costume, even without having/being able to get the full 2000.
PUR (Plus Ultra Rare, highest rarity) costumes are quite important for tuning, and although you can guarantee any character at any time with 2k tickets, you can only guarantee a costume with 1k tickets IF that costume is featured on the banner you're spending on. After the banner ends, getting that costume depends on either absolutely abysmal gacha odds (on the order of like 0.013% chance per roll) or the costume getting re-featured in like 6 months.
You get 1 PUR each for Ochaco, Bakugo, and Froppy for free just by leveling up, and a few characters per season are given free PURs as license/mission/event rewards (for example, Deku and All Might this season), but there's no telling which characters each season. So if you decide that you want to main Twice, for example, it might be in your interest to drop 1000 tickets on Strike Hawks's current banner even if you have no interest in Strike Hawks himself, because that would guarantee you Twice's LoV suit which is featured on the banner. If you wanted Twice's suit AND could drop 2k tickets on the banner for it then that would obviously be even better because if you got Twice's suit while rolling (featured costumes are rate-boosted) then you could keep going and pity a skillset instead of pitying the suit, but maybe you can't secure 2000 tickets in the 17 days before the banner ends, you know? And once it ends, there'd be no telling when you might get any PUR costume for Twice at all.
None of this is to say that you should roll for any particular costume right now, but just to give an example of why you might go for pitying a costume rather than a character.
