Level 10 tunings will only run out at the very end of the match, maybe a minute or two before the final circle starts shrinking.
Level 11 is preferable, but if all you can get is level 10, it's not that big a deal.
It matters even less for characters with AoE capabilities, who get stronger as the circle gets smaller (Tech Shoto, Strike Shiggy, Tech Dabi, AfO, etc.)
I don't think it would be worth switching your other special tuning to an inferior option JUST to get level 11 Wall Runner.
I also agree with what the other anon said about waiting for next week. Maybe even waiting for S14, if you're really in no rush.
