I mean it kind of worked out this time because you got the costume, but bear in mind that generally speaking, rolling when you don't have the 2k tickets necessary to guarantee a character (or 1k to guarantee a costume, if the banner costume is what you're going for specifically) is a bad idea because you risk getting nothing in your rolls and having all those exchange points go to waste. Exchange/pity points don't carry over between banners.
You could spend 1990 tickets on a banner and, with abysmal luck, get shit. But if you spend 2000 tickets on a single banner, you're guaranteed a character of your choosing. Thus the optimal strat is to save. Hopefully you get lucky and it won't take all 2000, but in that case the leftover tickets just mean you can save up again that much faster.
