If I remember correctly there are small portions of GW1 that have been reverse engineered but the main problem is most of the game is entirely handled on the server side which is a lot of work to recode, along with a lot of the logic in how NPC's act, even the skills themselves would need to be recoded and databases would need to be manually repopulated for simple stuff like enemy spawn positions. There were some projects back a decade ago to create a private server out of fear anet would shut GW1 down, but since GW1 is still running most of those projects just stalled.
The GW1 game client itself is pretty small compared to most MMO's. WoW handles a lot on their clienside which is why there are so many mods/hacks with the game in comparison to GW1. GW toolbox is pretty much the limit of what can be done by fucking around with the client.
