They're not super polished but there are quite a few recurring characters in the games. I'm currently playing through resolute and in the second region I found a sequence break where I was supposed to wait for Steven to return to 20th century Co, but the guy blocking it never left so I ended up beating the champion before using a walk through walls cheat to meet Steven in there.
