Here's how I'd fix it, by the way:
>The legend mentions where Ninetales is supposed to be
>When you hear about it and Gengar accuses you, some townies get mad and chase you away
>You hunker down in your house for a bit, then decide to go find the Ninetales
>You leave, and Zam's team shows up because they heard someone found the cause of natural disasters. They investigate and figure out where you're headed. They follow you.
>When they catch up, they just ask you questions instead of trying to murder you, and then you go and find Ninetales together
And if you still want the thrill of a chase, you can have the main characters BELIEVE that ACT is coming to kill them, or have them just be chased by townies (though some of them chasing you through multiple dungeons is still stupid), and then it turns out they're more reasonable than that, and you're being silly, partner, that'd be ridiculous. And then townies could be like "yeah sorry I got caught up in it when everyone started yelling about killing you, I don't know what came over me, I'd never do that" and have it be a comment on how people can get riled up in a crowd instead of "woopsie daisy turns out you're innocent, we'd still lynch you on a street if you weren't tho, but we can be friends again right?".
