I haven't heard or seen any hard confirmation for either.
With Zero Hour we know that the maps are actually in Build format and that the rom contains unused assets from DN64, which could imply that it was developed on top of its codebase, but that is just speculation. Since then we got a nearly full decompilation, but I haven't seen anyone knowledgable about Build commenting on it at that point.
With Saturn Powerslave, the only comment on recently released source code comparing it to Build was Kaiser's, but I wouldn't call him competent enough with Build to take his word as is, and he used the word "inspired" rather than "based on", which is an important distinction.
